I understand why they do it, they don't want any hassle from foreigners. Either by trying to understand what they want when they don't speak Japanese, or to avoid behaviours that may be loud and disruptive. Still racist though. Probably easier than having complaints from other customers, having to kick people out for their behaviour, or wasting food (if they sell it) as the customer didn't understand what it was and didn't like it. It might even be that customers want Japanese only places to go to, probably for the same reasons.
